Under Section 4 (1) (b) (i) of Right to Information Act, 2005

Item  (i) : The particulars of ISWR Wing/Organisation, functions and duties.
This organization, Inter State & Water Resources (IS&WR) contributes to the efforts of the State Government in fixing its priorities, vision & policies over beneficial use of it’s water resources so as to provide it’s people prosperity and well being and enjoy a high quality of life.
The Inter-State & Water Resources Wing/Organisation of Irrigation & CAD Dept. will endeavour to protect the rights and obligations of the State of Andhra Pradesh and its inhabitants over the waters of Inter-State Rivers. It protects the interests of the State against the commissions or omissions of other riparian States. The conflict of interests will be looked into by this Unit and the rights and obligations as enshrined in the existing Agreement, Award, Judicial Decree, Legislation or Administrative Machinery will be enforced so as to secure a fair and just distribution of the rightful share of waters belonging to Andhra Pradesh out of the inter-state rivers.
            With the constitution of a new Tribunal for adjudicating the water disputes over the River Krishna, the goal of IS&WR Wing is  focused at present  over sharing of waters of the river Krishna and their use, control and distribution in terms of the provision of  Inter-State River Waters Disputes Act, 1956.

Under Section 4(1)(b) (ii) of Right to Information Act, 2005

Item  (ii):        The Powers and duties of officers and employees

    1. To protect the interests of the State of Andhra Pradesh in the use of its water resources by enacting the existing agreements, awards etc. passed by judiciary like Courts, Tribunals etc.
    2. To draft and finalise the Inter-State Agreements in respect of inter-State rivers.
    3. To implement the proceedings of tribunals and / or courts over water disputes on inter-State rivers, on behalf of State of Andhra Pradesh. 
    4. To study Inter-linking of rivers on its implication to Andhra Pradesh. 
    5. To accord concurrence for obtaining hydrological clearance from Engineer-in-Chief (Irrigation Wing) of Minor Irrigation Schemes only. 
    6. State Water Policy and dealing with various structural organizations connected with water & water related policies and programmes. 

Under Section 4(1) (b) (iii) of Right to Information Act, 2005

Item (iii) : The procedure followed in a decision making process:

           
            The final draft related to the Statement of Case, Rejoinders and Interlocutory Applications (I.As) and other Legal matters of Inter-State Rivers etc. will be finalized at Government level after detailed discussions with the Legal Team, Technical Advisory Committee, and Consultants.

Under Section 4(1) (b) (iv) of Right to Information Act, 2005

Item (iv) :       The norms said by Inter-State & Water Resources for discharge of its functions.

            Apart from observing and working the general office timing of Government, its staff will work beyond office hours and on public holidays, if situation warranted as per the G.O.Ms.No. 199,I&CAD (Irr.X) Dept., dt. 3 -12-2003.
            The staff of this office are duty bound and do their on turn basis and stay at New Delhi Branch Office so as to meet the requirement of Krishna Water Disputes Tribunal work.

Under Section 4(1) (b) (v) of Right to Information Act, 2005
 
Item (v) :        The rules, regulations, instructions, manuals and records, held
by it or under its control or used by its employees for discharging its functions.

The Technical Employees of this office usually refer the following for discharging their functions/duties.

  5. Tribunal Awards & Proceedings

Under Sections 4(1) (b) (vii) of Right to Information Act, 2005

Item (vii) :      The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof.

                        The Chief Engineer, Inter State & Water Resources will receive write-ups/suggestions/views made by the members of public, intellectuals and experts in the fields of Irrigation/Agriculture/Power with regards to water sharing and other matters related to Inter State water disputes.
